CybersecurityAWR366Developing a Cyber Security Annex for Incident Response
Cyber-attacks occur more frequently and have become increasingly sophisticated. Cybersecurity events now have the potential to significantly disrupt the business operations of government and critical infrastructure services. Public and private sectors, in the United States, are at increasing and continual risk of surprise attacks from nation-state and non-state actors. (Burgess, 2018)The National Response Framework describes how preparedness can be achieved by developing an incident annex for each hazard. Incident annexes describe coordinating structures used to deliver core capabilities and support response missions unique to a specific type of incident. Incident annexes describe specialized response teams, resources, roles, responsibilities, and other scenario-specific considerations. At the end of this course, participants should possess the fundamentals needed to design and develop a cyber annex for states, locals, tribes, and/or territories (SLTTs). It addresses what the annex is, how it is used, who should participate in the design, implementation, and execution.     This course is offered by the National Cybersecurity Preparedness Consortium (NCPC) and was developed by the NCPC partner The University of Texas at San Antonio Center for Infrastructure Assurance and Security (UTSA/CIAS).  The course is funded through the DHS/FEMA Homeland Security National Training Program and is offered at no cost. CybersecurityAWR381Establishing an Information Sharing and Analysis Organization
(Burgess, 2018)The growing Information Sharing and Analysis Organization (ISAO) ecosystem provides an opportunity to empower the nation to become more educated and effective in preventing, detecting, and responding to the increasingly sophisticated landscape of cyber threats. There are considerable challenges with the vast quantity of information, the complexities of analysis, and the uncertainties of sharing data with a large network of organizations. In the 2016 National Preparedness Report, 88% of states and territories indicated a high prioritization of cybersecurity, with only a 13% proficiency in that capability. Likewise, 86% of states and territories ranked intelligence and information sharing as a high priority, with a reported 57% proficiency in that capability. The establishment of an ISAO is a critical step to improve both of these capabilities.Executive Order 13691 encourages the formation of ISAOs, and states that “organizations engaged in the sharing of information related to cybersecurity risks and incidents play an invaluable role in the collective cybersecurity of the United States”. At the end of this course, participants should possess the fundamentals needed to design and develop an Information Sharing and Analysis Organization (ISAO) for states, locals, tribes, and/or territories (SLTTs). It addresses what the ISAO is, how it is used, who should participate in the design, implementation, building, and execution. Firefighting Continuing EducationCEF016Building Materials, Structural Collapse, and Effects of Fire Suppression
Modern fires are burning hotter and faster than ever before, leading to extreme fire conditions that result in structural collapse. This is attributed to the modern day “lightweight construction.” Over time building materials transitioned from masonry, to heavy timber and true dimensional lumber, to our modern day laminated “lightweight” materials. Every year firefighters are dying in the line of duty due to structural collapses, sometimes even after the fire is out. We must remain aware that the fire is not the only factor that stresses our structures, our suppression efforts have an effect on the structure’s integrity as well. This course offers 4 CE hours covering building materials themselves and how those materials can affect fire ground operations. This course offers an interactive practice session and a module quiz based off IFSTA Essentials of Firefighting, 7th Edition Manual. This course satisfies: NFPA 1001 5.3.2 Show less

Firefighting Continuing EducationCEF017Technical Rescue Support and Vehicle Extrication Operations
As implied in the name firefighters respond to and extinguish fires.  But in today’s world firefighters are tasked with an all hazards approach, responding to a multitude of different types of emergencies.  Technical Rescues and Vehicles Extrication make up a large volume of those specialized calls.  Vehicle travel is increasing annually and with that so are vehicle mishaps.  When these accidents occur, it may be 2 passenger vehicles, or it could be a school bus that was struck by an 18 wheeler carrying hazardous materials.  A firefighter must possess the knowledge to handle these 2 incidents as well as everything in between.  Some vehicles are even powered by alternate fuels adding more challenges. Firefighters must operate safely on highways, and other road ways where vehicle traffic may still be present.  This is a dangerous environment and many firefighters have lost their lives on these roadways.  This course offers 4 CE hours covering rescue tools, vehicle extrication, and technical rescue.  This course offers an interactive practice session and quiz based off IFSTA Essentials of Firefighting, 7th Edition Manual.  This course satisfies: NFPA 1001 5.4.1, 5.4.2 Show less

Personal Protective Equipment principles for Hazardous Materials PPE are no different than the principles of Structural Firefighting PPE.  The immediate need of any responder is understanding the level of protection needed to safely manage hazards and mitigate an incident.  At a hazardous materials incident, over protection can be just as, if not more, dangerous than under protection.  Knowing the different respiratory protection and protective ensembles gives the responder the knowledge to predict ensemble limitations as well as user limitations.  Once the determination of PPE has been made the responder can effectively mitigate the emergency using spill and leak control measures learned at the Operations level.  Once the incident has been mitigated a decontamination process reduces the chances of secondary contamination.  The Operations level responder must also be able to differentiate, set up, and work in different types of decontamination corridors.  This course offers 4 CE hours covering personal protective equipment, product control, gross and emergency decontamination.  This course offers an interactive practice session and quiz based off IFSTA Essentials of Firefighting, 7th Edition Manual. Mitigating the effects of these events is the responsibility of those who serve in our communities’ public safety organizations. The public expects an effective and swift response to these threats. Research has shown, however, that many of the mass attacks, or active attack events, are over before law enforcement responders arrive on the scene.Civilians who find themselves embroiled in such an event must be prepared to take immediate action to save their own lives before law enforcement arrives. The average response time for police response to an active attack event is three minutes. Without effective, pre-planned response options for civilians at the scene of the attack, many victims can be seriously injured or killed during these three minutes. The Swiftwater Awareness Online course provides participants with the knowledge to keep themselves and others safe when they encounter a water incident, including moving water.  The course is appropriate for any emergency responder (Fire Service, Law Enforcement, EMS, Public Works, and National Guard) that could find themselves within 10 feet of the water’s edge during a swiftwater or flood incident.  Swiftwater is defined by the National Fire Protection Association (NFPA) as water moving at a rate that exceeds one knot or approximately 1.15 miles per hour (mph). By comparison, the average walking pace is 3.3 mph. This course reviews proper safety at a swiftwater incident and how responders can safely stay away from the hazards that such incidents pose to citizens and emergency responders.  Participants will learn the importance of scene safety and management, and general hazards.  This online course teaches all the knowledge and skills required to perform at the Awareness level according to NFPA 1670. Awareness level courses are designed for responders who require the skills necessary to recognize and support a swiftwater incident but this course does not provide any training to conduct or manage a swiftwater rescue incident.  This online awareness course provides an overview of specific rescue situations and precautions that responders should utilize on scene of a swiftwater incident.
