This course was developed by the National Emergency Response and Rescue Training Center (NERRTC) as part of the National Domestic Preparedness Consortium’s curriculum. Part of the Texas Engineering Extension Service (TEEX) and The Texas A&M University System, NERRTC designed this course to help jurisdictions prepare for and respond to potential terrorism incidents.
Because the course is taught within your jurisdiction, you will have access to hands-on, small-group discussions with colleagues from other public works agencies. As a course participant, you will also have the chance to share your knowledge and experience while working through realistic, multimedia scenarios.
The three-day (24-hour) course is taught on-site within the jurisdiction. Each day begins at 8 a.m. and ends at 5 p.m. with an hour and fifteen minute break for lunch. The course typically begins on Tuesday morning and ends on Thursday afternoon.
The course covers five modules, incorporating case studies as well as group discussions and activities. Each module is taught in a small-group setting and facilitated by an instructor. This format provides dynamic discussions and opportunities for hands-on learning with other officials from your jurisdiction.
Module 1: Overview of Terrorism In this module, you will learn to the basic motivations of common, potential terrorist groups and understand how to link those motivations with possible targets.
Module 2: Vulnerability Assessment This portion provides the opportunity to conduct a vulnerability assessment on selected public facilities using a pre-designed format.
Module 3: Responding to a Terrorism Incident In this module, you will discuss and develop a list of issues encountered while responding to a terrorism incident.
Module 4: Recover from a Terrorism Incident During this session, you will develop a list of public works activities necessary to restore critical services during recovery from a terrorism incident.
Module 5: Preparing for a Terrorism Incident This module pulls together the knowledge you have gained over the course. You will use your jurisdiction’s emergency plan/terrorism annex to identify specific needs and develop an action list to prepare for, respond to and recover from a terrorism event.
