Overview

If you want to earn a Texas Commission on Environmental Quality (TCEQ) license as an On-Site Sewage Facilities (OSSF) professional, you should attend the Texas Engineering Extension Service’s OSSF courses.

The courses are offered in cooperation with the TCEQ which sets forth rules establishing requirements for the licensing of professionals in the OSSF industry. According to State law and TCEQ rules, “no individual shall install, construct, alter, extend or repair an OSSF unless the individual holds a valid installer license issued by TCEQ.” Individuals working as OSSF Designated Representatives (DRs) in Texas are required to hold a DR license issued by TCEQ. All required site evaluations must be conducted by a licensed Site Evaluator or a Registered Professional Engineer.

Licensing Requirements

TCEQ licensing requirements for On-Site Sewage Facility Licenses

Registration Requirements

The TCEQ rules require anyone seeking an OSSF license to submit a license application form (including a signed and notarized experience documentation form for Installer II) and the $111 TCEQ application fee to TEEX with the appropriate class registration fee. TCEQ applications and experience forms may be obtained from TEEX by calling 800-SAFE-811 (800-723-3811).

All license applicants must be pre-approved prior to the class: This includes verification of experience for Installer II applicants. Applicants for Installer II and Site Evaluator licenses MUST submit their applications, notarized experience forms, class registration requests, class fee, and TCEQ license application fee to TEEX to pre-qualify for the licensing exam.

It is recommended that you submit the required forms and fees at least 20 days prior to class. All forms and fees MUST be IN the Customer Care Center office at least 14 days prior to the desired class date.

NOTE: If you are NOT seeking a license, but only enrolling in a class for renewal hour credits or only for informational purposes, you do NOT need to submit a licensing application, nor do you have to pay the $111 TCEQ licensing fee. You only have to submit a class registration form and pay the appropriate TEEX class fees to be enrolled in the class. You are NOT allowed to take a licensing exam.

Designated Representative (WWW305), Installer I (WWW302), Installer II (WWW303), and Site Evaluator (WWW304), are NOT eligible for online registration.

Aerobic/Surface Application System O&M (WWW301) and Water Utilities Safety (WWW201) ARE eligible for online registration.

Licensing Exam

The licensing exam is given during the last three hours of licensing classes. If you have a disability and require special accommodations or arrangements in order to take a written exam, please call Customer Care at 800-824-7303 at least 14 days prior to the testing date to allow adequate time for arrangements to be made. TCEQ must approve all requests for accommodations.

If you fail an exam, you must wait 60 days before re-taking the exam. TCEQ rules state the exam may be taken no more than four times (maximum of three retests) within 12 months. After the first exam, a $50 exam fee is required for each additional exam. The TCEQ $111 application fee is good for one year.

NOTE: Please bring a calculator. Picture identification (driver’s license) is required to take the TCEQ licensing tests.
